"There was no fire‚ no explosion. The plane just plunged to the earth"

KYZYL TU: A passenger plane crashed in thick fog near Kazakhstan's commercial capital of Almaty on Tuesday, killing all 22 people on board, an emergency services official said.

The Canadian-built Bombardier Challenger CRJ-200 was en route from the city of Kokshetau in northern Kazakhstan to Almaty in the southeast when it crashed near the village of Kyzyl Tu, Deputy Almaty Mayor Maulen Mukashev said.

He told reporters near the scene that the plane belonged to private Kazakh airline SCAT, which operates extensive domestic services and some international flights.

"There was no fire, no explosion. The plane just plunged to the earth," Yuri Ilyin, deputy head of the city's emergencies department, told Reuters near the scene.

Ilyin put the death toll at 22.

Almaty and the surrounding area were veiled in thick fog on Tuesday.

"The preliminary cause of the accident is bad weather," Mukashev said. "Not a single part of the plane was left intact after it came down."

It was the second plane crash in the Central Asian country and former Soviet republic in just a over a month.

On December 25, a military transport airplane crashed in bad weather near the southern Kazakh city of Shymkent, killing all 27 people on board.

Prosecutors have said that a fatal combination of technical problems, bad weather and human errors caused that accident.

Reduced health budget will hamper MDG efforts: Experts

KATHMANDU: Reduction in health budget could create obstructions in meeting the Millennium Development Goals’ (MDG) target, health experts warned today.

Babu Ram Marasini, chief of Health Sector Reform Unit at the Health Ministry said the budget cut will adversely affect efforts to meet the MDG target.

Although the country is showing progress in so far as child mortality rate and maternal mortality rate are concerned, the situation could reverse if the budgetary allocations are not forthcoming, said Marasini.

The Finance ministry has allocated Rs 16.58 billion to the health sector for this fiscal through interim arrangement of expenditure.

Of the total 24.92 billion budget earmarked for the health sector last fiscal, the ministry spent only 20.62 billion.

Though external development partners are interested in increasing financial assistance, the Finance Ministry and National Planning Commission have failed to draft the programme accordingly, said Marasini.

He said the Finance Ministry was not interested in increasing the health budget due to corruption in the health sector.

About 70 to 72 per cent of health budget is spent on salary, incentives, procurement of food and drugs, and transportation, he said.

According to MDG needs assessment for Nepal-2010 carried out by National Planning Commission and United Nations Development Programme, there is urgent need to identify groups that are excluded from access to child health services.

Moreover, neonatal mortality rate (NMR) has not gone down in comparison to under-five mortality rate (U5MR).

There is a need to decrease NMR to achieve the MDGs targets for U5MR and infant mortality rate (IMR).

There are three MDGs focused on health: MDG 4 to improve child health, MDG 5 to improve maternal health and MDG 6 to combat

HIV, AIDS, malaria and other diseases.

As per the report, the U5MR per 1,000 live births was 50 in 2010 which is expected to come down to 40 by 2013. The targeted MDG for U5MR by 2015 is 38 .

The IMR per 1,000 live births was 41 in 2010 and the goal is to bring it down to 36 by 2013. The MDG for IMR by 2015 has been set at 32.

NMR per 1,000 live births was 20 in 2010. The target for 2013 is 16.

The maternal mortality rate (MMR) per 100,000 live births was 229 in 2010. The target set for 2013 is 170. The MDG for MMR by 2015 is 134.

“Direct impact of reducing the health budget will be noticeable after some years,” said Marasini. The effect will be mostly seen in child health, maternal health and status of communicable diseases, nutrition and other preventive care programmes, he added.

Meanwhile, he said the health sector has been adversely affected with the government’s failure to introduce new programmes in the current fiscal.

Secretary at the ministry Praveen Mishra said the country has various challenges to address in child health, maternal health, and communicable and non-communicable diseases.

Human resource crisis in the health sector is another major challenge before the ministry, said Mishra.

Displaced journos return to Dailekh

KATHMANDU, JAN 29 -

A group of Dailekh-based journalist s, who fled to Surkhet following threats from the Maoist party workers, some six days ago, returned to the district on Tuesday.

Twenty-two journalists affiliated to various local and national media houses fled the district and reached Surkhet after UCPN (Maoist) activists threatened them with their lives for reporting and pressurizing the government to action against those who were involved in the murder case of Dailekh-based journalist Dekendra Thapa .

Maoist workers vented their ire on the journalists after clashes with anti-government protesters last Wednesday.

The journalists were demonstrating demanding the government commit in writing to let them perform their duty in a pressure-free environment.

They had also put forth a seven-point precondition before the government-formed committee to investigate the recent Dailekh clash and demanded that the security bodies should be sensitive about journalists ' safety.

With the reporters, Federation of Nepali Journalist Chairman Shiva Gaule, central members Bal Krishna Basnet, Deepak Pandey, Prabhat Chalaune, Surya Mani Gautam, Press Chautari Nepal Chairman Gagan Bista, general secretary Bishnu Rijal, central administrative Sarada Prasad Krital, National Human Rights Commission central personnel Hari Gyawali, regional DIG Tapendra Dhoj Dhamal, have also left for Dailekh from Surkhet.

Egypt in show of defiance against Islamist leader

ASSOCIATED PRESS
CAIRO, Jan 29: Protesters battled police for hours in Cairo on Monday and thousands marched through Egypt´s three Suez Canal cities in direct defiance of a night-time curfew and state of emergency, handing a blow to the Islamist President Mohammed Morsi´s attempts to contain five days of spiraling political violence.

Nearly 60 people have been killed in the wave of unrest, clashes, rioting and protests that have touched cities across the country but have hit the hardest in the canal cities, where residents have virtually risen up in outright revolt.

The latest death came on Monday in Cairo, where a protester died of gunshot wounds as youths hurling stones battled all day and into the night with police firing tear gas near Qasr el-Nil Bridge, a landmark over the Nile next to major hotels. In nearby Tahrir Square, protesters set fire to a police armored personnel carrier, celebrating as it burned in scenes reminiscent of the 2011 revolution that ousted Hosni Mubarak.

"I will be coming back here every day until the blood of our martyrs is avenged," said 19-year-old carpenter Islam Nasser, who wore a Guy Fawkes mask as he battled police near Tahrir square.

Angry and at times screaming and wagging his finger, Morsi on Sunday declared a 30-day state of emergency and a nighttime curfew on the three Suez Canal cities of Suez, Ismailiya and Port Said and their provinces of the same names. He said he had instructed the police to deal "firmly and forcefully" with the unrest and threatened to do more if security was not restored.

But when the 9 p.m. to 6 a.m. curfew began Monday evening, crowds marched through the streets of Port Said, beating drums and chanting, "Erhal, erhal," or "Leave, leave" — a chant that first rang out during the 18-day uprising that toppled Hosni Mubarak in 2011 but is now directed at Morsi.

"We completely reject Morsi´s measures. How can we have a curfew in a city whose livelihood depends on commerce and tourism?" said Ahmed Nabil, a schoolteacher in the Mediterranean coastal city.

In Suez and Ismailiya, thousands in the streets after curfew chanted against Morsi and the Muslim Brotherhood, the Islamist group from which he hails. In Suez, residents let off fireworks that lit the night sky.

"Oh Morsi, Suez has real men," they chanted.

In Ismailiya, residents organized street games of soccer to emphasize their contempt for the curfew and state of emergency.

On Morsi´s orders over the weekend, army troops backed with tanks and armored vehicles have deployed in Port Said and Suez — the two cities worst hit by the violence — to restore security, but they did not intervene to enforce the curfew on Monday night.

The commander of the Third Field Army in charge of Suez, Maj. Gen. Osama Askar, said his troops would not use force to ensure compliance. Army troops in Port Said also stood by and watched as residents ignored the curfew.

Adding to Morsi´s woes nearly seven months into his turbulent presidency, the main political opposition coalition on Monday rejected his invitation for a dialogue to resolve the crisis, one of the worst and deadliest to hit Egypt in the two years since Mubarak´s ouster.

Nevertheless, the dialogue went ahead late Monday afternoon. A list of participants released later by the presidential palace showed that Morsi presided over an inaugural session made up almost entirely of fellow Islamists whose support for him has never been in question.

The violence first erupted Thursday and accelerated Friday when protests marking the two-year- anniversary of the start of the anti-Mubarak uprising turned to clashes around the country that left 11 dead, most of them in Suez.

The next day, riots exploded in Port Said after a court convicted and sentenced to death 21 defendants — mostly locals — for a mass soccer riot in the city´s main stadium a year ago. Rioters attacked police stations, clashed with security forces in the streets and shots and tear gas were fired at protester funerals in mayhem that left 44 people dead over the weekend.

The official MENA news agency said three more people died on Monday, succumbing to wounds sustained on Saturday, taking to 47 the number of people killed in the city over the past three days.

Earlier Monday, thousands in Port Said turned out for the funerals of some of those killed over the weekend. Witnesses later reported clashes in the city. The armed forces later said troops have repulsed an attack by six gunmen on motorbikes on the city´s main prison.

In Cairo, white clouds of tear gas hung over Qasr el-Nil Bridge from early Monday morning and through the evening, wafting into nearby districts. The fighting was reminiscent of scenes two years ago to the day, when police and protesters battered each other on the same bridge in the most violent day of the 2011 uprising.

"People died to gain their freedom, social justice, bread. Now after 29 years of the despotic Mubarak, we´re ruled by a worse regime: religious fascist, more dangerous," said Mohammed Saber, a 65-year old engineer who came to watch the clashes with his wife and children.

The clashes intensified in Monday evening. A group of protesters, including black masked youth, flashed the V-for-victory signs as they jubilantly milled around the burning police vehicle in Tahrir.

Outside Cairo, protesters marched, pelted police with rocks or cut off roads and railway lines in nearly a half dozen cities, including the Mediterranean city of Alexandria, the country´s second largest.

The geographical spread of the unrest and the tenacity of the protesters have showcased the depth of opposition to Morsi´s rule outside the ranks of the Brotherhood and other Islamist groups.

However, it will take the mostly liberal and secular opposition time and effort to translate this popular resentment of the Islamists into electoral power and seriously challenge them at the ballot box. The Islamists have dominated elections for both houses of parliament late in 2011 and early 2012. Morsi narrowly won the presidency with under 52 percent of the vote.

The major opposition parties grouped in the National Salvation Front, led by reform leader and Nobel Peace Laureate Mohamed ElBardei, are seeking to leverage the turmoil roiling the country to break the Islamists´ hold on power and force Morsi to make concessions.

ElBardei and other front leaders said they would only accept his invitation to join a national dialogue to resolve the crisis if he agreed first to form a national unity government and a commission to rewrite what they see as contentious parts of an Islamist-backed constitution adopted in a referendum last month.

The rejection of Morsi´s offer is likely to lend more weight to ElBaradei and his colleagues in the Salvation Front at a time when protesters on the streets are increasingly showing their independence from politicians, voicing a wide range of non-political grievances.

The Front has painted the explosion of unrest as a backlash against attempts by Morsi, the Muslim Brotherhood and other Islamists to monopolize power in Egypt. It says the instability is proof that Morsi doesn´t have enough legitimacy to bring security or achieve reforms alone.

"We support any dialogue if it has a clear agenda that can shepherd the nation to the shores of safety," said ElBaradei, flanked by former Arab league chief Amr Moussa and leftist Hamdeen Sabahi.

The Front later issued a statement in which it said failure by Morsi to meet its conditions should be cause for early presidential elections, now scheduled for 2016.

It also called for mass, nationwide protests on Friday.

PARASI: Unified CPN-Maoist Chairman Pushpa Kamal Dahal on Monday stated that the Nepali Congress and the CPN-UML cannot make it to the power for a decade, and offered a suggestion to the parties to give up their longing for the government till then.

Power cannot be attained by shouting in the streets, the top Maoist leader said, claiming that the Maoists will rule for the coming ten years.

He asked the NC and UML leaders to support the Maoists during the period, instead of launching any protest with a hope to get to the power.

Accompanied by Maoist Vice Chairman and Prime Minister Dr. Baburam Bhattarai, Dahal was addressing the inaugural of the Maoist party’s Nawalparasi district conference here in Parasi this afternoon.

Referring to the latest protest against the Maoist leadership, Dahal said the opposition parties should be able to opt for elections in order to get the state power, instead of telling their cadres to

hurl stones at the vehicles of Maoist leaders as they did in Dailekh.

The Maoist chairman expressed his hope that the Constituent Assembly elections can be held by May, and reiterated that his party is ready for any sacrifice while urging the opposition to quit the street agitation and come for the elections.

He charged that the opposition parties are afraid of going to the elections as they are terrorised by the new constitution and federalism.

Middle-aged women happier than men

A survey has found middle-aged women are more satisfied with their sex lives as they get older, despite having less sex and admitting that their partners have performance issues in the bedroom.

Men, on the other hand, say they are less satisfied as time goes by, Daily Mail reported.
In a survey of 1,000 heterosexual couples, it was found that while nearly three-quarters of married or cohabiting women between ages 50 and 79 said they were satisfied with their sex lives, only half of men of the same age agreed.
Of those aged between 50 and 59, about 16 percent of the men were very dissatisfied with their sex lives compared to only 10 percent of the women.
It was found that women were generally satisfied with their sex lives if they felt they were getting as much or as little sex as they wanted. The actual frequency itself was not a determinant of satisfaction.

WINTER RAINS are here: Respite for farmers; people hit

KATHMANDU, JAN 19 -
Thunderstorms accompanied by heavy rain and snowfall, particularly in the hilly and high mountainous parts in West Nepal, brought some respite for farmers on Friday, while it also affected normal life as mercury plummeted in these areas.
Farmers heaved a sigh of relief as they welcomed the rain s in their dry fields of wheat and barley crops, seasonal vegetables and fruits. After rice, wheat is the second major staple crop in the country. The active western disturbance, a weather condition responsible for rain s during the winter, was observed since Thursday evening across the Tarai belt and high altitude regions in most places in the western and some places in the central region, bringing partial to heavy rain s on Friday, according to the Meteorological Forecasting Division (MFD). These conditions are likely to continue until Saturday evening, it said. In Mahendranagar district in the Far-West, continuous rain fall and snowfall since Thursday night in both low-land and high-altitude districts led to a drop in day temperatures, which affected day-to-day activities of the local people.
However, according to agricultural experts at the Agriculture Development Office, the winter rain s will benefit wheat crops which had been drying up in the lack of adequate rain fall and proper irrigation facilities in the major wheat belt across the region.
Senior agriculture development officer Ganesh Chandra Dhakal said that besides wheat and barley, seasonal vegetables and fruits will benefit from the rain s. This rain fall is, however, likely to hamper mustard crops and ripe potatoes that are ready for harvest, he said.Districts, namely Dadedhura, Dipayal, Dhangadhi, Birendranagar and Jumla, in the region recorded rain fall measuring 95.4, 45.1, 47.1, 15.4 and 82.2 millimeters respectively on Friday, according to the MFD. Some other districts that received rain s in the west are Dailekh, Pyuthan, Mugu, Rukum and Bajhang.
This is the first time that the country witnessed rain s this winter after a dry spell of almost two months.
Agriculture experts had earlier warned of a significant drop in winter crop production this year due to the dry weather. Government estimates show that this year’s wheat production may drop by more than 10 percent, while production of other winter crops—potato, barley, mustard and lentils—may also fall. It was also forecast that wheat output would drop by 20-25 percent if the dry spell continued until January-end.
According to the spokesperson at the Ministry of Agriculture Development, Prabhakar Pathak, rain fall between mid-December and mid-January is considered a boon for winter crops, particularly wheat.
The MFD said that the average winter rain fall for the Eastern and Western regions and Kathmandu is around 40, 140 and 46mm respectively. Senior meteorologist Rajendra Prasad Shrestha said many places in the country may see cloudy weather and rain fall in the next few days. High mountainous regions will witness snowfall while there is a possibility of the weather improving in the western regions from Sunday, he added.

MacBook Pro- With Retina Display (Introduction )

"We wanted a screen as vivid as your imagination. A screen where everything you see is vibrant, detailed, and sharp. With the 15-inch MacBook Pro with Retina display, we created the world’s highest-resolution notebook display. The only thing that even comes close? The supercompact 13-inch model. They’re two of a kind. And in a class all their own" -Apple

Multimillion-pixel view.
When you pack so many pixels into a display — over 4 million on the 13-inch model and over 5 million on the 15-inch model — the results are positively stunning. The pixel density is so high, your eyes can’t discern individual pixels. Images take on a new level of realism. Text is pin sharp. A spectacular 2560-by-1600 resolution on the 13-inch MacBook Pro and an equally impressive 2880-by-1800 resolution on the 15-inch MacBook Pro let you see more of your high-resolution images with pixel-for-pixel accuracy.

More color and contrast. Less glare.
The Retina display reduces glare up to 75 percent while maintaining incredible color and quality. In fact, it has a 29 percent higher contrast ratio than a standard MacBook Pro display. Blacks are blacker. Whites are whiter. And everything in between is rich and vibrant. IPS technology gives you a wide, 178-degree view of everything on the screen, so you’ll see the difference at practically any angle. And you’re going to love what you see.

When your goal is to build the high-performance notebook of the future, you begin at its foundation. For MacBook Pro with Retina display, that foundation is flash. Because when you build a notebook around an all-flash architecture, not only is everything more durable, reliable, and battery efficient — everything is fast. Really, really fast.
Learn more about flash performance

There’s a reason they call it “flash.”
You’ll notice a difference in whatever you do — starting up takes seconds, apps launch quickly, even navigating the desktop feels incredibly fluid and responsive. It’s all thanks to flash storage, which gives you up to four times the performance of a traditional hard drive.1 So you can import huge photo libraries into Aperture in no time flat. And on the 15-inch model, flash storage combines with quad-core processors and high-performance discrete graphics to make quick work of even the most demanding editing tasks in Final Cut Pro. Since these MacBook Pro models come with up to 768GB of flash storage, you can keep all your important files with you. Flash doesn’t have any moving parts, which makes it superdurable and quiet. And flash storage is extremely energy efficient, which means your MacBook Pro also has the ability to stay in standby mode for up to a month, without plugging in. So whether it’s been 1 day or 30, your all-flash MacBook Pro will spring to life, right where you left off.

Matching power for power.

A 7-hour battery life is impressive for any notebook. But for a high-performance notebook with an ultra-high-resolution display, top-of-the-line processors and graphics, and a superslim design, it’s absolutely remarkable. The built-in battery gives you up to 1000 full charge and discharge cycles and up to 30 days of instant-on standby time.3

Single women break tradition

A group of single (widowed) women of Ramechhap broke the age-old social taboo, which often barred them to take part in all forms of social activities.
A group of 51 single women went against the prevailing tradition by wearing crimson clothes, bangles and red tika, which, according to the Hindu tradtion, are the domain of the women who have not widowed.
Amidst a programme organised by Single Women Group of Ramechhap here on Sunday, Devi Poudel, a single woman, wrapped shawsl and put red tika on their forehead.
Prohibiting widowed women from wearing red clothes, accessories was a hegemonic practice enforced by the Nepali patriarchal culture for dominating the female members of the society, the Group declared.
Devi Poudel, 60, of Tiplung, who lost her husband around year ago, put on red tika on her forehead at the programme.
Sharing her experience, Poudel said she had never thought of wearing red clothes and accessories after the death of her husband.
Khadga Kumari Khatri, 70, of Khimti VDC, said she also thought after the death of her husband she would have to pass her life without wearing crimson clothes and accessories such as glass bangles and others.
However, the situation of the single women has changed after the Women for Human Rights, Single Women Group, Ramechhap organised a campaign to alter the prevailing wrong social perception towards the single women. .
Expressing her gratitude toward the Group, Khatri said after wearing red cloths and tika she felt like a bride. She vividly remembers the day when she got married with her husband around 60 years ago, she added.
Wiping her tears, she said she is so happy to wear red colors as she was prohibited to wear red clothes and accessories after her husband died.
She said after the death of her husband people used to say her that real worth of a woman ends along with the death of her husband.
Chairperson of single women Group, Pramila Sapkota, said that the Nepali society was had been obstructing the widows being self-dependent through different ruses. The red colour signifies confidence and self-dependency of women, she said.
Stating that the single women are still facing social stigma, she said that the single women were victimised by the inhuman cultural practices, ill practice and restrictions.

Saraswati edges RCT in thriller with Mdabela hat-trick (with photos)

KATHMANDU, Jan 16: Yona Elias Mdabela continued his impressive form in the Martyrs Memorial Red Bull A Division Football League as he scored a hat-trick to guide Simrik Saraswati Club to a thrilling 4-3 victory over McDowell´s Ranipokhari Corner Team (RCT) on Wednesday.

Mdabela, who scored six goals against Mahindra Bansbari in his side´s previous league match, scored a hat-trick against RCT on Wednesday and dented the latter´s hopes of leading the points table. Following the defeat, RCT is in the second position with 26 points from 14 matches while leader Three Star Club has 29 points from 13 matches.

With nine goals in the last two matches, Yona is on top of the goalscorers list with 16 goals.

Saraswati, which has already defeated leader Three Star Club and third-placed NMB Machhindra Club, piled pressure on second-placed RCT early in the first half with a 2-0 lead within 21 minutes.

Rajendra Tamang opened the scoring from the left flank beating as many as three defenders in the 18th minute. Mdabela doubled the lead three minutes later. He scored from the box in Geofrey Bonny´s pass.

In the injury time of first half, Saraswati captain Michael Mtisefe conceded an own goal in his attempt to stop Yugal Kishor Rai´s cross.

Mdabela scored his second goal in the 48th minute to widen the lead to 3-1. An unmarked Mdabela headed into an open net as he met Olawale Usman´s cross in the danger zone.

RCT added two goals in the span of seven minutes to level the scores at 3-3. Pradip Malla scored the second RCT goal with a one-touch strike from the edge of the danger area in the 57th minute and Bhim Darlami, who was left unmarked in the danger area, tapped a pass from Yugal Kishor Rai in the 64th minute.

However, Mdabela not only completed his hat-trick in the 75th minute but also sealed the victory for Saraswati. He rushed to the danger area and scored with a cool finish from the area after receiving a through ball from Geofrey.

"Yona is the best forward among the foreign players in the league," said Saraswati coach Dhruba KC. "We are achieving success because of teamwork since rest of the players in our team are average," he added.

"We lost a few matches in the middle but we never got frustrated," said KC. "We initially had a target of avoiding relegation but we expect to enter the super eight round now," he added.

RCT coach Baiju Kapali said his defense line flopped in the match and the midfield could not hold the game. However, Kapali, also accused the referee of bias against his club.

Following the win, Saraswati moved up to sixth position with 23 points from 14 matches dashing defending champion Nepal Police Club´s hopes of qualifying for the super eight round. Police is in the ninth position with 19 points from 13 matches. Army Club and Friends Club have 22 and 21 points respectively from 13 matches.

NRT adds to APF´s woes

In the day´s early kick-off, New Road Team (NRT) beat relegation-threatened Armed Police Force (APF) 2-1. Following the win, NRT has almost confirmed its place in the super eight round.

APF, which had to replace captain Kumar Thapa with Jibesh Pandey early in the first half after Thapa picked injury, remained a goal down in the first half. Akeen O Babatunde headed home in a Laxman Ruchal´s corner in the 41st minute to provide a 1-0 lead to NRT.

Ganesh Lawati leveled the scores with a cool finish in a one-on-one with NRT goalkeeper Raju Yogi in an acute pass from Santosh Shrestha in the 49th minute.
However, NRT captain Ruchal restored the lead in the 52nd minute through a free-kick from 20 yards.

Earlier in the first half, NRT goalkeeper Yogi denied Shyam Nepali in the 31st minute while Nepali fired inches wide from the edge in the 42nd minute.

NRT coach Diken Suwal said his side added important three points despite failing to put up a good show.

His counterpart Janak Singh said his side conceded goals in dead balls because of the goalkeeper´s mistake and could not convert chances on their part. "We are still under relegation threat but we´ll give our best to avoid it," said Singh.

APF is in the 12th position with 15 points from 14 matches while Samsung Jawalakhel Youth Club has 14 points from 13 matches and Iceberg Madhyapur Youth Association has 10 points from 13 matches.

With the win, NRT moved up to the fifth position with 25 points from 14 matches. Fourth-placed Laxmi Hyundai Manang Marshyangdi Club also has 25 points from 13 matches.

Collapse of apartment building in Egypt kills 25

CAIRO: An eight-story apartment building collapsed Wednesday in the port city of Alexandria, killing at least 25 people in the second deadly accident to hit the country in as many days, according to police and health officials.

Mohammed el-Sharqawy, a senior official at the Health Ministry, said at least 12 people also were injured and that rescue teams were searching for survivors under the rubble. Military police from a nearby naval base cordoned off the area to help the rescue operation.

The collapse came a day after 19 police conscripts were killed when the last car of the train they were riding in jumped the tracks and smashed into another train just outside Cairo.

The wreck sparked protests in several cities where demonstrators complained that the new government is failing to carry out reforms and overhaul the nation's deteriorating public services.

President Mohammed Morsi's government has blamed Tuesday's train accident on what officials say is nearly 30 years of corruption and misrule under Mubarak. Transport Minister Hatem Abdel-Lateef told another news conference that overhauling the country's railways would cost 15 billion Egyptian pounds ($2.3 billion), a hefty sum for nation reeling from two years of political and economic turmoil.

A taxi also crashed with a moving train in a low income area in Giza on Wednesday, killing four passengers in the cab, including a child, security officials said. According to an initial investigation, the taxi rammed through a ground-level rail crossing barrier and was hit by the coming train.

The taxi driver survived but fled the scene, according to the officials, who spoke on condition of anonymity because they were not authorized to speak to the media. Hundreds of residents gathered at the site of the crash.

It was not immediately clear what caused the building to collapse in a poor district of Alexandria, but violations of building specifications have been blamed for similar accidents in the past. The governor of Alexandria, Mohammed Abbas Atta, told Egypt's official news agency that the building was constructed without a permit.

Abul Ezz el-Hariri, an opposition lawmaker from Alexandria, warned that hundreds of buildings in the city could face the same fate, but lax law enforcement following the ouster two years ago of Egyptian leader Hosni Mubarak means that no action is being taken against building violations.

Residents complain that owners of farmland on the city's outskirts have taken advantage of the chaos and near lawlessness that followed the overthrow of the former president and illegally sold their land to developers who built shoddy apartment blocks.

Similar violations have taken place across much of the country. Pointing to the magnitude of the problem, Housing Minister Tareq Wafeeq told reporters that a total of 318,000 illegal constructions went up in 23 of Egypt's 27 provinces between 2009 and 2012.

Alexandria's security chief, police Maj. Gen. Abdel-Mawgood Lutfi, said the building was constructed five years ago and had 24 apartments.

That the building collapsed early in the day meant that most tenants were home. Police evacuated residents of two adjacent buildings out of concern that the collapse may have caused structural damage to them.

The collapse could stoke criticism of Morsi's administration. Critics accuse the post-revolutionary government of failing to do more to reform the nation and fix public services.

Two months ago, 50 children died when a train rammed into their school bus in southern Egypt. That tragedy also sparked a storm of criticism of Morsi. The Islamist leader has struggled to deal with major problems, including an ailing economy, tenuous security, a slumping tourism industry and seemingly endless political turmoil since taking office in June.

Late Wednesday, Morsi's administration sought to defuse the mounting criticism, declaring its solidarity with the victims of the train wreck and the building collapse. Spokesman Yasser Ali said the presidency offered its condolences to the victims' families and pledged to ensure that they and the survivors received the best available care.

KAVRE, JAN 16 -

A girl has lodged a complaint at the Metropolitan Police Circle at Bouddha in Kathmandu, saying that she was rape d by a man with the help of her boyfriend .

The complaint said she was rape d by one Akash Shrestha, a friend of her boyfriend Umesh Upreti, in a Nagarkot-based hotel last Friday night after lacing her food with drugs.

Based on the complaint, police arrested both the accused Shrestha and Upreti and handed them over to the Bhaktapur District Police Office (DPO).

The DPO handed over the duo to the Kavre District Police Office on Monday, saying that the Kavre police will investigate the incident as it took place in the district.

A permanent resident of Nawalparali district, the 18-year-old girl, a plus two student, is currently living in Jorpati in Kathmandu.

High-ranking H&B officials sucked in as probe deepens

KATHMANDU, JAN 15 -

High-ranking officials of H&B Development Bank are being sucked in as the police probe deeper into a good for payment cheque scam. Police had arrested another eight employees of the development bank including immediate chief operating officer Mahesh Bhusal and finance head Nirmal Nepal who have been subsequently suspended. Nepal is the brother of the chief accused Niraj Nepal, the Kuleshwor branch manager, who is in police custody.’

The manager of the Kuleshwor branch of H&B has been charged with issuing good for payment cheque s to two traders despite insufficient funds in their accounts, resulting in losses to the bank running into millions.

Other officials who have been rounded up by the police are branch officer Parsuram Devkota, senior assistant Rima KC, assistants Manisa Poudel and Binas Dangol, office secretary Binod Acharya and Yek Narayan Devkota. The traders involved in the fraud Manoj Chaurasia and Jaya Kumar Yadav are at large.

On Sunday, they were remanded in custody for four days by the Appellate Court, Patan to enable the police to conduct further investigations. A police official at Metropolitan Police Range, Hanuman Dhoka said they had arrested them on the basis of the statement of Niraj Nepal.

“Following the arrest, an initial statement has been taken from them. The government lawyer will take their statements on Tuesday,” said the police official. An official at the Central Investigation Bureau (CIB) of Police, which is investigating the case, said that more bank employees were arrested after they were found linked in the fraud case.

As a result of the scam, the bank incurred a cash loss about Rs 200 million and it is receiving a claim for over Rs 500 million for good for payment cheque s.

H&B has submitted a report of its internal investigation to Nepal Rastra Bank which has mentioned how the fraud took place, the amount involved  and the bank’s liabilities, said a central bank official.

The bank’s internal investigation has found that chief accused Nepal issued good for payment cheque s in the name of Chaurasia and Yadav after they collected deposits from other individuals in their accounts. But the bank failed to withhold the amount after issuing good for payment cheque s which resulted in the withdrawal of all the money they had deposited.

Moreover, it has been found that a number of finance companies and cooperatives accepted the good for payment cheque s as collateral and provided loans to the fraudster duo Chaurasia and Yadav.

According to H&B officials, Chaurasia is a regular borrower of H&B while Yadav is just a depositor. The finance companies and cooperatives issued credit to Chaurasia and Yadav despite the central bank’s ban on providing loans against cheque s.

For this reason, the central bank has suspected that there is a racket involved in the incident and has frozen the bank accounts and shares of those involved including Niraj Nepal and senior officials of the financial institutions involved in providing the loans.

Meanwhile, the persons who have deposited money in the accounts of Chaurasia and Yadav enticed by high interest rates are in trouble now. They have been picketing the offices of H&B Development Bank and Nepal Rastra Bank demanding that the good for payment cheque s they had been given be cashed.

H&B and the central bank have told them that it will be possible to cash the cheque s only after the police investigation is completed. “After completion of the police investigation, we will make payment for genuine cheque s as per the central bank’s directive,” said H&B CEO Jasoda Sainju.

Nepal, India to jointly promote domestic religious sites

KATHMANDU, Jan 15: Nepali and Indian travel agents are jointly launching a travel package to promote Lumbini and other Nepali religious sites, and increase the flow of foreign tourists to Nepal.

The religious tourism package is being launched at the Nepal-India Joint Travel Mart scheduled to begin in Lumbini from Tuesday.

The package aims to promote major Buddhist religious sites in Lumbini and Kathmandu, as well as Bodhgaya and Sarnath of India.

Lila Bahadur Baniya, manager of Nepal Tourism Board (NTB), who is coordinating the event, said around 125 travel-related companies from India and Nepal, airline companies, hotels based in Kathmandu, Pokhara, Chitwan and Bhairahawa are participating in the mart. Out of these, around 30 are India-based companies, he added.

The Ministry of Tourism and Civil Aviation, NTB and the Embassy of India are jointly organizing the event, which will also be attended by senior officials of the Ministry of Tourism of India, and representatives from Uttar Pradesh and Bihar tourism authorities.

Along with the business to business session, the event will also feature a three-day symposium, which will seek ways to launch the joint tour package through Nepali and Indian travel agencies and tour operators.

“The tie-up will be crucial for us to bring in more Indian tourists to Nepal,” Baniya said, adding, similar event will soon be held in Pokhara and Kathmandu.

The figures provided by immigration office at the Tribhuvan International Airport (TIA) show around 165,000 Indian tourists visited Nepal last year, which was 27.5 percent of the total foreign tourists received by the country.

Though neighboring India receives around one million Buddhist pilgrims every year, Nepal, where Lumbini, the birth place of Lord Buddha, lies, does not even receive 10 percent of that crowd, according to the organizer of the event.

To promote Lumbini, Nepal organized Visit Lumbini Year in 2012, during which 509,073 tourists from 92 countries visited the birth place of Lord Buddha. Of this, 113,195 were Indian, 52,671 were Sri Lankan and 28,480 were Thais.

Made-in-Nepal : apps for your smartphones

KATHMANDU, Jan 15: Five minutes before the usual electricity cuts, Pranita Nepal’s iPhone blinks with notification from ‘BattiGayo’ and she’s mentally prepared for the load shedding. A 20-year-old student, Nepal shares that the app has made it easier for her to access information about load shedding hours. Plus, she can customize the notifications as early as an hour before the load shedding starts; check the schedules for other places other than one’s own and plan accordingly. “The only thing,” says Nepal, “is that it isn’t always up-to-date.”

BattiGayo is a Nepali-made app owned by Idealaya which notifies its users about load shedding schedules.

“Our main target with apps for Nepal has been to create simple yet useful apps which are mostly problem-solving tools,” says Pravash Karki, cofounder of Idealaya. Comprising a team of designers and developers who are using their creativity to solve problems, Idealaya has also released another application, MediBook, which helps one to locate the nearest hospitals in Kathmandu and allows the access of emergency contacts from any place.

Nepali applications are gaining popularity. Take, for instance, BattiGayo, which has been downloaded 16,000 times up until now since its release and is downloaded, on average, about 1,000 times per week.

“This is based on a new technology and we have very few developers in Nepal,” says Karki who adds that the problem of funds is one of the main challenges for Nepali app developers.

“Creating an app might be a onetime thing but sustaining it can be costly. From the devices which have to be used, especially for iOS, to the platform for launching and testing these apps, everything is expensive,” he shares.

The few others in this field also agree. “The resources needed and developer’s costs are very high in this,” says Bishal Ghimire, 28, a self-taught app developer who works with Windows Phone, iPhone and Android platforms.

“App developers can turn rich overnight if their apps click with the users. But in Nepal, at present, the market isn’t very fruitful,” shares Ghimire who believes that this is partly because of the mindset of ‘downloading and using for free’ and partly due to the lack of mechanisms which allow users to buy these apps.

As a developer, Ghimire also faces hurdles due to the lack of proper data, which he can use easily to disseminate through apps. He got interested in mobile apps because a mobile has now become a device which is in everybody’s hands, and so he can share his apps with many people and become known that way. More than to generate money, which is difficult to make in the current scenario, he’s creating apps as a service, to help people.

“The main problem of our local market is that it isn’t possible to sell the apps,” says Deepen Chapagain, CEO of Nepways, a software development company which owns the mobile app ‘nLocate’. “Even those who want to buy these apps in Nepal don’t have the mechanisms to do so,” he adds.

There are other constraints for app developers focusing in the local Nepali market, be it the Internet services available or the user acceptances. Chapagain shares that with nLocate, which is an application that allows people to access information about places and events in one’s locality, the team that developed the app has worked around the constraints to create an application which optimizes the available infrastructure and technology.

nLocate has been downloaded 5,000 times since its release in the market one and a half months ago, and Chapagain says, “Although the user acceptance is small, it’s increasing in a high rate.” nLocate is also adding a feature whereby businesses can use the app to dispatch their customized information to users by subscribing to this service from the developers.

The market response is what encourages Nepali developers, despite the major hurdles they come across.

“The trend in which Nepali apps are coming up is good,” shares an optimistic Chapagain and he’s especially impressed with the app that aims to help users socially.

Idealaya’s Karki shares that the concepts of these apps are commendable. He, however, says, “Most Nepali apps I’ve seen aren’t visually appealing. I find that they are weak, design-wise.” He also says that rather than creating more apps, the emphasis should be on providing useful and sufficient information through an app to the users.

nLocate, which allows one to easily locate places in the highly dense Kathmandu City, BattiGayo which alerts people about power-cut hours, or Nep News through which users can access numbers of newspapers with a simple click, are just some names of the emerging apps made by young Nepali developers that are slowly being seen on the smartphones in Nepal.

While for its users, these apps have made life easier; for its developers in Nepal, however, creating and sustaining apps for the local market, given the limitations, isn’t a simple task.
