After UAE win, Nepal in maiden T20 final

KATHMANDU, APR 03 -Nepal overcame the challenge of United Arab Emirates by six wickets on Tuesday to reach the final of the ACC Twenty20 Cup for the first time in four attempts. Egged on by a vociferous home crowd, Nepal chased down the 134-run target in 19.1 overs at the Tribhuvan University Cricket Ground in Kirtipur. After making early exits in the first two editions, Nepal reached the tournament’s semi-finals last year before going down to Afghanistan. Nepal now have a perfect opportunity to avenge that defeat when the two sides meet in Wednesday’s summit clash.

“I am sure we can defeat Afghanistan if we repeat today’s performance,” Nepal coach Pubudu Dassanayake said after the match. “I think our aim of playing at higher level is slowly but surely materialising.” Left hand opener Pradeep Airee completed his second fifty of the tournament, putting on 61 runs with Subash Khakurel for the first wicket to set up a solid platform to exact revenge on UAE, which had thrashed Nepal by six wickets in the group stage in the last tournament. UAE bowler Ahmed Fayyaz snared a couple of wickets that left the hosts requiring 24 runs from the last three overs. But some big hitting from Binod Bhandari relieved the pressure before captain Paras Khadka brought his team home in 19.1 overs to the raucous reception from the crowd. Airee shared man of the match award with off spinner Prithu Baskota who had earlier picked three wickets to restrict UAE to 133/9. “I would like to thank the crowd for their overwhelming support that acted as an extra player,” said Khadka, counting on the home comfort again in the final.

“We have already accomplished the initial target, securing a berth in the ICC World Twenty20 Qualifier. Winning the trophy is the next goal.”

US teen with Down syndrome scales Mount Everest

NEW YORK: A 15-year-old US boy has possibly become one of the first person ever with Down

Eli Reimer is also possibly the first American teen, with the syndrome, to have made the exceptional ascent last month, when he reached a staggering 17,600 feet after nearly two weeks of walking.

After walking for around 113 km, Reimer triumphed when he reached one of two base camps on the world's tallest mountain, 'New York Daily News' reported.

Eli's father, Justin Reimer, joined the teen last month along with their team setting out to raise money for the family's charity, The Elisha Foundation.

"It was surreal," Reimer told US news channel HLN in an interview.

"To be standing there at that place and see the smile on Eli's face and the sense of accomplishment that he had, and the fact that his health was better than any of us at that point ... it was humbling, it was inspiring, just an amazing moment," said Reimer.

Atleast one more person with Down syndrome is known to have reached the base camp - a 35-year-old man from the UK, Justin Reimer told TIME magazine.

The father-son adventurer duo climbed nearly 17,600 feet to the mountain's south base camp in Nepal.

Eli's doctors gave him the thumbs-up to attempt the endurance-testing task, Reimer told the channel.

"We monitored his blood (saturation), oxygen saturation levels as we went up (the mountain).

"And his were consistently, significantly higher than everyone else's to where he was actually leading us on the trail. Eli was like our guide on this whole thing," Reimer said.

"For anybody who has a child with a disability or who is impacted in some way ... the disability is not a limitation," said Justin Reimer, adding that Eli's life "and the lives of those with disabilities have infinite worth."

SC stays TRC ordinance, NA promotion

KATHMANDU, APR 01 - The Supreme Court on Monday stayed the implementation of the Truth and Reconciliation Commission (TRC) ordinance, arguing that some of its provisions contradicted the Interim Constitution.

A single bench of Justice Sushila Karki issued the interim order until another hearing where both the plaintiff and the defendants need to be present to decide on whether a further stay is required.

The bench also asked the defendants to furnish a written clarification as to why the ordinance was promulgated.

Earlier on March 24, an alliance of insurgency victims had jointly filed a writ petitions filed at the apex court challenging the recently enacted ordinance to establish a Commission on Investigation of Disappeared Person as well as a Truth and Reconciliation Commission.

The petitioners had demanded nullification of four articles and amendment to the ordinance.

Also today, the apex court ordered the government not to implement its controversial decision to promote Nepal Army colonels.

A single bench of Justice Girish Chandra Lal issued the order to this effect and asked both the plaintiff and the defendants to be present in court on April 4 to discuss whether a further stay order is needed.

Earlier, the Nepal Army had promoted 16 lieutenant colonels to the rank of colonels through its newly introduced fast-track promotion system, citing it as a new policy aimed at discharging incompetent officers from the institution.

On March 17, eight lieutenant colonels had filed the petition at the apex court against the promotion, arguing that the nominations for the promotion were ‘arbitrary’ and ‘had bypassed the merit-based promotion system.’

UML to be largest party after CA elections: Khanal

RSS, KATHMANDU, March 23: Chairman of the CPN (UML), Jhala Nath Khanal, has claimed that the UML would be the largest political party after the election and write the constitution for it only has power to take on the ultra-leftist and ultra-rightist forces.

Speaking at the inaugural program of the Second National Convention of the University Employees Union, he said, "The UML should be made the largest political party to write a workable constitution."

"The former CA failed to write the constitution as the Unified CPN (Maoist) became the largest party; if the same result comes through the forthcoming CA election, the nation would not get constitution from the CA again," he claimed.

The Chief Justice (CJ)-led Interim Election Council was formed as even the independent persons, too, would have political inclination to some extent, he stated.

Stating that the government is going to give complete shape to the constitutional bodies as per the recommendation of the four-party mechanism within a few days, the CPN-UML chairman said the government would announce the date for the CA election soon.

He said the fresh CA election would be held by June if all the arrangements could be made for the same. He assured that the election would be held by November in case of any technical problems in June, he added.

Former Prime Minister Khanal expressed his commitment as the UML party Chairman to build democratic federal Nepal from the new CA.

During the program, Chairman of the Professional Alliance for Peace and Democracy (PAPAD), Bishwanath Pyakurel, Chairman of the Union Kuber KC, and others, said the university employees should be united to attain their rights.

Paras's photo taken in hospital bed surfaces on Facebook

KATHMANDU: The latest photograph of ailing former crown prince Paras Shah, who is recuperating at a Bangkok-based hospital, has been made public through a social networking website on Saturday.

Shah's friend Sunil Khadka, also the secretary of Non Resident Nepali Association (NRNA), Thailand, has uploaded the photograph on Facebook, claiming that it is genuine and taken today.

In the photograph, the 42-year-old royal, who regained his consciousness on March 2 after remaining in coma for 11 days, is seen with a fresh look sporting French beard.

His chest is bare and a tattoo is seen on his right arm.

A scar is conspicouus in his chest, indicating the invasive procedure carried out during his treatment after the cardiac arrest on February 19.

Chatting with THT Online on Facebook, Khadka told that the Samitivej Hospital is likely to discharge the high-profile patient in a week.

Shah is undergoing treatment at the hospital since February 19.

“Dear friends, anybody confuse about our crown Prince Paras B. B. Shah? this is real picture from his bed just today 23rd March. and you see his Facebook update and his vision . so do not confuse again. we all youth have to stand for motherland. Govt to bring full budget if parties agree: Finance Minister

KATHMANDU, MAR 23 -

Minister for Finance Shankar Prasad Koirala has said that full budget would be brought in the fiscal year 2070-71 BS if the political parties were agreed on the same.

Speaking in a programme organised by the Bhojpure Service Society in his honour in the Capital on Saturday, Minister Koirala pledged to make maximum efforts on his behalf to ensure the full budget for the next fiscal year on time.

The government's failure to bring the full-size budget in the fiscal year 2069-70 BS caused a negative impact on nation's economy, he said.

Saying the government was planning to bring the supplementary budget within the next few days, Minister Koirala, who is also the Minister for Industry and Commerce, and Supplies, said preparations were on to announce the supplementary budget without changes in the prevailing policies.

The government could do nothing without support and cooperation from the political parties, he said, adding that problems in the country are being solved by giving a political outlet to the nation.

He promised his best for the development of his hometown, Bhojpur.

Students unions enforce chakkajam


KATHMANDU, March 21: Some 11 different student organizations, including Nepal Students Union (NSU) and All Nepal National Free Students Union (ANNFSU), enforced a chakkajam (transport strike) in front of various colleges across the country from 8:30 am to 10:00 am on Thursday.

They held the chakkajam protesting against the high level political mechanism´s proposal of nominating an ´anti-democratic´ person as the Chief of the Commission for the Investigation of Abuse of Authority (CIAA), a constitutional body.

The student unions are organizing different protest programs since the past some months demanding holding of the Free Students Union (FSU) elections

Rockets explode in southern Israel as Obama visits

JERUSALEM: Two rockets exploded in a southern Israeli town near the Gaza border on Thursday, the second day of U.S. President Barack Obama's visit to the Jewish state, Israeli police said.

One of the rockets damaged the yard of an Israeli home but there were no immediate reports of injuries. There were also no immediate claims of responsibility issued in Hamas Islamist-ruled Gaza.

Govt gears up for ‘adjusted budget’


KATHMANDU, MAR 21 -
The government has started preparations to introduce an “adjusted budget ” for the current fiscal year within mid-April.

Finance Minister Shankar Koirala has directed ministry officials to prepare for such a budget . However, the officials said the nature of the upcoming budget will be that of a full budget , no matter whatever name is given.

Minister Koirala, talking to the media after assuming the office on Tuesday, had said the ministry would come up with a full budget for the current fiscal year. He had said a full budget was necessary for macro-economic stability and higher economic growth.

The Finance Ministry has lately been lobbying for a full budget for this year, arguing the country needs a full budget to manage necessary resources to meet increased demand from development projects and administrative expenditures, including salary to staff.

Based on the present budget ary arrangement, the ministry says it faces a deficit of more than Rs 6 billion to pay salary to the government staff. Total additional demand stands over Rs 40 billion.

“Preparations have begun to introduce the budget within mid-April,” said a senior ministry official of them ministry. “This budget will have additional arrangements as per the need for resources to fund development activities and recurrent expenditure.”

Finance Ministry spokesperson Krishna Prasad Devkota said preparations are underway to introduce the budget at the earliest. “It would be better to introduce the budget three months before the end of the fiscal year to ensure better implementation,” he said. Devkota said the upcoming budget would not cross the Rs 429-billion ceiling fixed by the National Planning Commission for the current fiscal year.

Failing to introduce a full budget , the Baburam Bhattarai-led government had brought a budget of Rs 351 billion under the budget ary arrangement that the government can spend resources equal to those spent in the last fiscal year. The size of the budget last fiscal year was Rs 386 billion. “As there is limited time to spend the budget , there is no need to increase the size beyond the government’s capacity,” said Devkota.

The ministry is preparing a red book containing the list of budget allocations under each heading for each ministry. The ministry has not prepared the book for this year, and allowed other ministries to fix the amounts under different headings on their own.

The Finance Ministry has asked all the ministries to provide the details of how they have allocated the budget under each heading as well as justification for doing so.

The size of the budget will then be fixed based on the reports submitted by the ministries, according to the ministry officials.

With the introduction of an adjusted budget , the government will have the authority to raise internal loans to meet the deficit which is lacking under the current mechanism.

However, a ministry official said the new budget is less likely to change the target for revenue mobilisation as far as talks have undergone so far. The government aims to raise revenues worth Rs 289 billion.

Although the government has struggled to expedite capital expenditure, revenue collection has remained impressive, particularly due to surge in imports. As of the first eight months of this fiscal year, revenue collection reached Rs 177 billion, against the target of 172 billion, according to the ministry.

Besides introducing a full budget , there has also been an understanding that preparations for the next fiscal year’s budget would be carried out by devising a working schedule in close coordination with the National Planning Commission, said the ministry official.

Cap expenditure at 26 percent

The government has been able to spend just 26.49 percent of the capital expenditure budget with four months to go before the fiscal year ends. According to the Finance Ministry, capital expenditure stood at Rs 13.6 billion as of February-end, slightly more than the Rs 13.42 billion recorded during the same period last year.

The government has set aside Rs 51.34 billion for capital expenditure. The Finance Ministry said slow expenditure in the first trimester resulted in poor expenditure in this fiscal year.

The failure of the ministries to issue authorization to their implementing agencies to spend the allocated money is another reason that has impended capital expenditure. A half-yearly review of the budget published by the ministry has stated that ministries and agencies failed to authorise the implementing agencies under them to spend 55.66 percent of the allocated budget .

Likewise, the ministries, particularly Education, Urban Development and Irrigation, have not been able to get a majority of their projects approved by the National Planning Commission during the first six months of this fiscal.

However, ministry officials said that expenditure has picked up of late, and there are ample chances that capital expenditure will exceed the allocated budget . “We have received reports that work at major projects is progressing at a very good pace, and we hope that all of the earmarked funds will be spent,” said Krishna Prasad Devkota.

“As the adjusted budget is also set to be introduced this year, we will be giving priority to the existing projects and complete them first.” He added that the ministry would be talking to the secretaries of ministries to speed up projects with a budget of more than Rs 150 million.

Sanjay Dutt gets 5 years in jail in Mumbai blasts case


NEW DELHI, MAR 21 -
Actor Sanjay Dutt has been convicted by the Supreme Court today in the Arms Act case that he was booked under in connection with the 1993 Mumbai serial blasts. He has been given a 5-year jail sentence. He has served 18 months in jail already.

The actor was arrested in April 1993, a month after the serial blasts that ripped Mumbai apart and left 257 people dead and over 700 injured. Police said the AK-56 found in his house was from the consignment of arms smuggled into the country before the blasts. He was arrested and booked under the Terrorist and Disruptive Activities Act (TADA) and sent to Mumbai's Arthur Road Jail, where he did time for around 16 months before being granted bail.

Mr Dutt received partial relief in November 2006 when a TADA court absolved him of terrorism charges and booked him under the Arms Act for illegal possession of arms. In July 2007, the court sentenced him to six years in jail. He was arrested on August 2 and sent to Pune's Yerwada Jail. He was granted bail by the Supreme Court on August 20.

In his confession upon his arrest in 1993, which he later retracted, the actor had said that mafia don Abu Salem visited his home in January 1993 with Samir Hingora and Hanif Kadawala, proprietors of Magnum Video and alleged close associates of underworld don Dawood Ibrahim.

Mr Dutt said they had brought three AK-56 rifles with ammunition, and he kept one to protect his family. He said that he had asked his close friend Yusuf Nulwalla to destroy the rifle after he heard about the serial blasts.

Murmurs that that Mr Dutt got away because of political pressure allegedly exerted by his family, including his late father, actor Sunil Dutt, have persisted throughout the case. Defence lawyers have questioned why the CBI did not question his acquittal.

The verdict will no doubt bring gloom to the Bollywood fraternity. Three films, Policegiri, Zanjeer and P.K., are under production and nearly Rs. 70 crore is riding on Sanjay Dutt.

Sherlyn to shoot item song for Kamasutra 3D

Actress Sherlyn Chopra will soon shoot an item song for her debut movie Kamasutra 3D.

Rupesh Paul, director of the film, said the song will be used as a promotional tool.

"Yes, we do have an item number in the film, which will also be used as the promotional song," said Paul.

"The song will be picturised on Sherlyn itself. We will start shooting for the song soon. We might shoot for the song towards the end of the film," he added.

The camera will start rolling for the film from March 20 in Mumbai.

"We will begin with a song sequence. Then we will shoot the rest of the film in Jodhpur," said the director.

Car bomb blast kills nine in Iraq's Shi'ite south

No one claimed responsibility for the attack, but Sunni Muslim insurgents have stepped up their efforts to undermine Iraq's Shi'ite-led government and foment inter-communal conflict this year.

The bomb exploded in the town of Garmat Ali, around 20 km (12 miles) north of the usually stable oil hub of Basra.

"I was thrown back by the explosion. Then I stood up and ran back to help the victims," said bus driver Hameed Salman, his white clothes stained with blood.

"I carried five bodies myself and put them in some civilian cars to take them to the hospital," he added.

Three police sources said nine people had died. The head of the provincial security committee, Ali Ghanim al-Maliki, put the death toll at 10.

Another car bomb went off in a carpark for government offices in the city of Basra itself, wounding two people, police said.

Iraq's power-sharing government has been all but paralyzed since U.S. troops left more than a year ago. Prime Minister Nuri al-Maliki, a Shi'ite, is facing protests in the country's Sunni heartland, which shares a porous border with Syria.

Violence has increased with the swell of Sunni opposition to Maliki and Iraq's al Qaeda affiliate has urged protesters to take up arms against the government.

Security experts say al Qaeda-linked militants have been regrouping in the western province of Anbar and crossing into Syria to join mainly Sunni rebels battling forces loyal to Syrian President Bashar al-Assad, whose Alawite sect springs from Shi'ite Islam.

Country heading towards polls: Singh

RATNANAGAR, MAR 17 -

General Secretary of the Nepali Congress Prakashman Singh has said the country is now heading towards the second Constituent Assembly (CA) polls.

At a meeting with the cadres of Nepali Congress in eastern Chitwan on Sunday, he directed the cadres to orient towards election as election was in favor of NC now.

As the people are distracted from UCPN (Maoist), the victory of our party is certain, he claimed, and urged all to understand the making of Chief Justice as chairman of the Interim Election Government as a compulsion.

He also expressed the confidence that the election will be held in the slated time.

Singh said there would be no problem in separation of power with the appointment of CJ as prime minister.

Also speaking on the occasion, Youth leader Gagan Thapa stressed on timely CA polls even if it was wrong to make government under CJ.

Tilganga's cornea donation campaign bears fruit

KATHMANDU, March 7: Two weeks ago, Yugeen Thapa, 18, died of cardiac arrest soon after he was admitted to Bir Hospital.

While still grieving the untimely death of his son, Rajendra Thapa, Yugeen´s father, contacted Tilganga Institute of Ophthalmology (TIO), which runs Nepal´s only eye bank, and asked them to collect the corneas of his dead son.

Thapa, who lives in Gatthaghar of Bhaktapur district, said he is proud that the corneas removed from his departed son´s eyes have helped at least two blind people see the world.

“My son wanted to donate all of his organs,” shared Thapa. “As per his own wish, we wanted to donate not only his eyes but all of his body parts for the benefit of those who needed them. However, due to lack of time, only his eyes could be donated.”

Thapa is more of an exception than norm when it comes to donating body organs of a dead family member.

Many people are still hesitant to donate even the corneas of their departed relatives. Even the otherwise charitable people shy away from donating their or their family members´ eyes which could help blind people see the world.

There is a huge gap between the demand and the supply of corneas. The rate of cornea extraction is far less compared to the people awaiting cornea transplants. In many cases, even the corneas of people who would have agreed to donate them are lost in lack of proper communication at the time of their death.

To reduce this gap between the demand and the availability of corneas, the TIO launched a cornea-collection campaign two months ago. As part of the campaign, five well-trained counselors have been deployed at two major public hospitals of Kathmandu. After the death of a patient, counselors try to persuade the family of the deceased into allowing them to extract corneas of the dead.

The TIO has currently stationed counselors at Bir Hospital and Tribhuvan University Teaching Hospital (TUTH) as part of the cornea-collection campaign. Shankar Narayan Twayana, Manager at the Tilganga eye bank, says they chose Bir and TUTH for the campaign as they are two of the most-visited and less expensive hospitals in the Kathmandu Valley. "Hundreds of people come for treatment at these two hospitals and it is natural that more people would die at the hospitals than elsewhere," explains Twayana. “That is why we have deployed counselors at the two hospitals."



According to Twayana, in the first two months of the campaign its counselors have collected as many as 87 corneas. “It´s a great success," said Twayana. "Had we not organized the campaign, we could not have collected so many corneas in such a short period.”

At the end of 2012, the Tilganga Eye Bank had around 300 blind people in the waiting list for corneal transplantation.

“One third of the people in that list have already got eyesight,” says Twayana. "More people will get corneal transplants in the days to come."

Counselors deployed by the Tilganga Eye Bank said their aim is not just to collect corneas but also to raise awareness about eye donation. “This campaign is dedicated not only to decrease the number of people in need of cornea but also to clear the misconception about eye donation,” shares Suraj Gautam, a counselor.

“Many people still think that eye donation involves pulling out the eyeballs, which is not true,” says Gautam. "We do not remove the eyes from the dead people. In fact, we just peel off the layer of corneas from the eyes."

If the counselors are able to persuade the family of the dead to donate eyes, they contact the experts at the Tilganga Eye Bank, who then reach Pashupati cremation site to extract the corneas.

According to Gautam, they have so far collected 34 corneas from Bir Hospital and 44 corneas from TUTH as part of the campaign. "Doctors, nurses and all hospital staff have been supportive,” he said. "Without them our campaign would not have been so successful. They instantly inform us if anyone dies at the hospital.”

Rama Silwal, in charge of nurses at Bir Hospital, said the campaign is very important because it tries to utilize the corneas which ultimately get burnt along with dead bodies. “This campaign should have been launched years ago," she said. “Patients die almost every day at the hospital. Had the campaign been launched earlier, a lot of people would have benefited by now.”

Persuading the families to donate the eyes of their dead relative is certainly not an easy task. “We meet different kinds of people," said Ram Pyari Karki, another counselor, "Sometimes it´s very difficult to convince them."

Karki said the smile on the face of blind, who become able to see the world after corneal transplants, is what motivates them to go on. “Whenever we see the blind get the eyesight, our happiness knows no bounds," says she. "It is what keeps us going."

Five hindrances for eye-donation

-A significant number of people with corneal problems are in their seventies, which means that restoring their eyesight by transplanting functional corneas in their eyes is usually not possible. Technical experts at the Tilganga Eye Bank say corneal transplant is not useful for people below five years of age or above 75.

-Some people still believe that they would be blind in their next life if they give away their eyes in this life. Such people do not want to donate their eyes.

-Some people belonging to higher-caste don not want to donate their eyes to people belonging to the low-caste. They say they will donate their corneas only if the Tilganga Eye Bank ensures that they are not given to the low-caste people.

-Many deaths that take place at hospitals are police cases, in which it would be impossible for counselors to get corneas. Also, police do not allow the Tilganga Eye Bank to extract corneas from the eyes of dead people whose families cannot be contacted.

-Extracting corneas from those with HIV, cancer, hepatitis, kidney failure, burns and jaundice is fraught with risks.

How is cornea collection campaign going on?
It is going great. Our main goal is to give eyesight to as many blind people as possible and this campaign has been a success to a great extent. After we launched the campaign, many blind people have got eyesight. I hope people suffering from corneal problems will not have to wait for years go get eyesight in near future.

How difficult is it to get the families to donate the eyes of their dead relative?
In the early days of the campaign, our counselors faced multiple challenges. They have to maintain good relations with everyone at the hospital. By now they have already turned the situation in their favor. They have been getting full cooperation from doctors and nurses. We organize trainings for our counselors every 15 days, which refreshes their skills.

How long will this campaign continue?
The campaign has a long way to go. The outcomes have been impressive as we have collected more corneas through it. We are planning to expand the campaign to other hospitals. Bollywood actor's Nepali helper dies mysteriously

NEW DELHI, MAR 06 - Nepali community in Mumbai has demanded proper investigation over the controversial death of a Nepali who was working as a helper at the house of Bollywood actor Ayushman Khurana.

Rudra Prasad Pratap, 27, hailing from Nawalparasi, had been working at the house of the Khuranas for the past five years. "The khuranas still have not returned from Delhi even after the death of Pratap. The body was also given to Pratap's maternal uncle instead of his parents," said Master Thapa, Chairman of Nepali Workers Union, India.

Khurana and his wife were in New Delhi for a business trip last Saturday when Pratap was found dead by the police. His body was taken to Cooper Hospital for post mortem and later handed over to Pratap's maternal uncle, Dilip Gaudel.

"Rudra was quite happy working for the Khuranas and the Khuranas were behaved well with him. I am not aware of any controversies between them," said Gaudel. Gaudel also said that Pratap was planning to return home for marriage soon.

Scientists say baby born with HIV apparently cured

WASHINGTON, March 3: A baby born with the virus that causes AIDS appears to have been cured, scientists announced Sunday, describing the case of a child from Mississippi who´s now 2½ and has been off medication for about a year with no signs of infection.

There´s no guarantee the child will remain healthy, although sophisticated testing uncovered just traces of the virus´ genetic material still lingering. If so, it would mark only the world´s second reported cure.

Specialists say Sunday´s announcement, at a major AIDS meeting in Atlanta, offers promising clues for efforts to eliminate HIV infection in children, especially in AIDS-plagued African countries where too many babies are born with the virus.

"You could call this about as close to a cure, if not a cure, that we´ve seen," Dr. Anthony Fauci of the National Institutes of Health, who is familiar with the findings, told The Associated Press.

A doctor gave this baby faster and stronger treatment than is usual, starting a three-drug infusion within 30 hours of birth. That was before tests confirmed the infant was infected and not just at risk from a mother whose HIV wasn´t diagnosed until she was in labor.

"I just felt like this baby was at higher-than-normal risk, and deserved our best shot," Dr. Hannah Gay, a pediatric HIV specialist at the University of Mississippi, said in an interview.

That fast action apparently knocked out HIV in the baby´s blood before it could form hideouts in the body. Those so-called reservoirs of dormant cells usually rapidly reinfect anyone who stops medication, said Dr. Deborah Persaud of Johns Hopkins Children´s Center. She led the investigation that deemed the child "functionally cured," meaning in long-term remission even if all traces of the virus haven´t been completely eradicated.

Next, Persaud´s team is planning a study to try to prove that, with more aggressive treatment of other high-risk babies. "Maybe we´ll be able to block this reservoir seeding," Persaud said.

No one should stop anti-AIDS drugs as a result of this case, Fauci cautioned.

But "it opens up a lot of doors" to research if other children can be helped, he said. "It makes perfect sense what happened."

Better than treatment is to prevent babies from being born with HIV in the first place.

About 300,000 children were born with HIV in 2011, mostly in poor countries where only about 60 percent of infected pregnant women get treatment that can keep them from passing the virus to their babies. In the U.S., such births are very rare because HIV testing and treatment long have been part of prenatal care.

"We can´t promise to cure babies who are infected. We can promise to prevent the vast majority of transmissions if the moms are tested during every pregnancy," Gay stressed.

The only other person considered cured of the AIDS virus underwent a very different and risky kind of treatment — a bone marrow transplant from a special donor, one of the rare people who is naturally resistant to HIV. Timothy Ray Brown of San Francisco has not needed HIV medications in the five years since that transplant.

The Mississippi case shows "there may be different cures for different populations of HIV-infected people," said Dr. Rowena Johnston of amFAR, the Foundation for AIDS Research. That group funded Persaud´s team to explore possible cases of pediatric cures.

It also suggests that scientists should look back at other children who´ve been treated since shortly after birth, including some reports of possible cures in the late 1990s that were dismissed at the time, said Dr. Steven Deeks of the University of California, San Francisco, who also has seen the findings.

"This will likely inspire the field, make people more optimistic that this is possible," he said.

In the Mississippi case, the mother had had no prenatal care when she came to a rural emergency room in advanced labor. A rapid test detected HIV. In such cases, doctors typically give the newborn low-dose medication in hopes of preventing HIV from taking root. But the small hospital didn´t have the proper liquid kind, and sent the infant to Gay´s medical center. She gave the baby higher treatment-level doses.

The child responded well through age 18 months, when the family temporarily quit returning and stopped treatment, researchers said. When they returned several months later, remarkably, Gay´s standard tests detected no virus in the child´s blood.

Ten months after treatment stopped, a battery of super-sensitive tests at half a dozen laboratories found no sign of the virus´ return. There were only some remnants of genetic material that don´t appear able to replicate, Persaud said.

In Mississippi, Gay gives the child a check-up every few months: "I just check for the virus and keep praying that it stays gone."

The mother´s HIV is being controlled with medication and she is "quite excited for her child," Gay added.

Dr Koirala breaks silence on sudden TUTH exit

KATHMANDU: After 108 days of taking charge of Tribhuvan University Teaching Hospital(TUTH), Dr Bhagwan Koirala has resigned from his post disillusioned over various external and internal pressures.

On Friday, Dr Koirala had tendered his resignation from the position of Executive Director of TUTH and after three days of silence, he clarified the reasons on Monday that led him to walk out from the prestigious post.

Issuing a statement this evening, Dr Koirala charged that the University Teachers Association and Unions constantly expressed resentment with tighter regulations.

“It became extremely painful when some of the leaders and clean professors started justifying patient referrals out of the hospital,” he said.

Expressing dissatisfaction over the failure of TU and the government to allocate funds for general expenditure, he blamed the central office of TU for dominating authority to make decisions on financial and administrative matters.

However, he has admitted that he has been doing two full time taxing jobs: running a busy cardiac surgical programme and a full time administrative job. “This also became a final tipping factor in my decision making process” Koirala said.

Recalling that the Dean of Institute of Medicine and he were appointed at a time of crisis in the IOM and Teaching Hospital, Koirala said that he was asked to help rescue Teaching Hospital by the Dean and TU Authorities and he did so albeit the various problems some three months ago.

He highlighted 13-point, in his own words, ‘important and positive changes’ during his over three-month stint at Teaching Hospital.

He listed the legal action against those involved in financial irregularities and those violating discipline, enforcement of electronic attendance and observation of timing, clearance of the previous dues including other changes as important positive changes made during his tenure.

Urging all to rise above party politics and help get a new leader to carry on with the agenda of clean deal, Dr Koirala assured that he will remain in public sector in the coming days.

No need of constitution: Yami

KATHMANDU, MAR 04 - At a time when the political parties have been working hard to make preparations for fresh election to the Constituent Assembly (CA), UCPN (Maoist) leader and Prime Minister Baburam Bhattarai's wife Hisila Yami has remarked that there is no need for constitution .

Speaking at a press meet organised at Balaju Baisdhara garden, leader Yami informed that Chief Secretary Lilamani Poudel has been directed to open a road through the garden.

"We don't need constitution . But we need development," said the UCPN (M) leader. She said the government is not only expanding the roads but also the sky. "We are bringing two aircrafts," Yami told urging the people to wait for some time.

She said that the UML and Nepali Congress are only good at protesting but their demonstration is not going to make a difference. "We have been proving through our actions but they [NC and UML] only stage demonstrations," said Yami.

Executive office of Kathmandu Metropolitan City, Kedar Bahadur Adhikari, accused the media of disseminating wrong information. "I had to give clarifications at various places including the Minister of Local Development, everyone criticised me and I am tired," he said.   

He said he undertook the construction of a new road through the garden as per the demand of the locals.

World War II veteran celebrates 100th birthday

DHARAN, March 3: World War II veteran Lal Bahadur Lohorung Rai, known for his war heroics, celebrated his 100th birthday at his ancestral home at Loke Pangma village in Kadhbari municipality, Sankhuwasaba on Saturday. Rai fought several major wars during his service in the East India Company.

Well wishers, neighbors, family members, and ex-Gurkha servicemen had gathered at Rai´s house to greet him on his birthday Saturday afternoon.

“I want to thank everyone for their warm wishes and pray for their prosperity and healthy life,” said Rai.

To celebrate Rai´s birthday, his son Krishna and daughter-in-law Priya along with his five daughters had reached their ancestral home. As a birthday gift, Krishna and Priya, who had arrived from the United Kingdom, had offered their father a gold ring and Rs 100,000. “He had never asked for a penny from us until now. So taking advantage of this wonderful occasion we compelled him to accept our gift,” said Krishna.

Krishna shared that his mother Yasoda had passed away while his father was 72. “Currently, my sister Ambika´s son and daughter-in-law have been taking care of father while my elder sister visits the house now and then to enquire about his heath,” said Krishna.

A team of ex-gurkha servicemen affiliated to Gurkha Army Ex-Servicemen´s Organization (GAESO) and representative of GAESO Women Committee were also present to felicitate Rai. “I feel proud to be a part of this celebration. Rai has always been a war hero for me,” said master sergeant Ramesh Rai.

Unlike other elderly people, Rai does not have health complications. “I still walk to and from Mani Bhanjyang to Khadbari market. This is all because of God´s blessings,” said Rai. Khadbari municipality is at a distance of 4km from Mani Bhanjyang village.

Krishna informed that his father used to smoke till the age of 40 and has now quit smoking. “He eats on time and has good appetite. However, he drinks home- made liquor at home,” said Krishna.

After being recruited in the army in the year 1934, Rai along with his battalion was sent to fight in the Pakistan and Kabul war. Unfortunately, he was captured in Burma by the Japanese soldiers. “We were around 20 and we had run out of bullets. We had to surrender,” said Rai. “But I succeeded in escaping from captivity,” added Rai.

Maternal uncle among 3 arrested in Delhi siblings murder case

Three men have been arrested in connection with the killing of minor siblings in the national capital, police said Sunday. Among those arrested is the maternal uncle of the children.

The decomposed bodies of Mansij and his sister Yashvi, aged seven and five respectively, were recovered from near the railway track in front of Pragati Maidan power station at around 9.30 a.m. Saturday morning.

The maternal uncle of the children, identified as Amit, and two other men, Pankaj and Shivam, have been arrested in the case.

The children had been missing from their school, Mother Convent School, in the Mandawali area of east Delhi since February 26 afternoon.

The bodies were decomposed, and animals seem to have bitten away some parts, police said.

Both the children were in school uniform, and the bodies were identified by their dress.

Retrial of Egypt's Mubarak and sons set for April 13

CAIRO, MAR 03 - An Egyptian court set the date on Sunday for a retrial of ousted leader Hosni Mubarak , his sons and top aides, ordering the politically fraught hearings over the killing of protesters to start just nine days before parliamentary elections next month.

Mubarak, who was toppled in a popular revolt in 2011, was jailed for life for ordering the killing of demonstrators, but was later granted a retrial by a Cairo court. The 84-year-old is now being treated in a military hospital.

His sons and other figures have also faced charges of corruption and squandering public funds, due to be reheard.

"Samir Abu el Maati, the head of the Appeals Court has set April 13 as the retrial date for former President Hosni Mubarak , his two sons Gamal and Alaa and his interior minister Habib el-Adly and six of his top aides ... on charges of killing of protesters during the January 25th revolution," MENA state news agency said.

The retrial could raise tensions at a time of political and economic turmoil in Egypt, which has seen waves of street unrest throughout the two years since Mubarak stepped down. New Islamist President Mohamed Mursi accuses his supporters of fomenting some of the unrest.

The hearings are likely to overlap with the parliamentary vote, which begins on April 22 and will be held in four stages until late June.

Many opposition parties say they will boycott the elections called by Mursi. Mubarak was ousted in February 2011 after 30 years in power and was the first Arab ruler to be brought to court by his own people.

Businessman Hussein Salem, convicted in absentia in 2011, sentenced to seven years in jail and fined more than $4 billion for money laundering and profiteering, is also due to be retried for selling cheap gas to Israel and squandering public funds.

Hubby kills wife

CHITWAN, MAR 03 -

A person has murdered his wife at Bharatpur in Chitwan district on Sunday morning.

Mohan BK living in a rented house at Bharatpur Municipality-13 killed his wife Maya by attacking with a lumber following a dispute.

An eyewitness said that Maya died on the spot in the incident.

Mohan has been absconding after the incident and a search is underway to nab him, according to the District Police Office, Chitwan.

Application filed against SC's rejection of contempt of court case

KATHMANDU, MAR 03 - An application was filed at the Supreme Court against the apex court administration's rejection of a contempt of court case against Chief Justice Khil Raj Regmi.

Applicant Sunil Ranjan Singh maintained that the grounds on which his case was rejected were invalid.

Hearing on the application has been scheduled for Tuesday.

Applicant Singh had tabled a case at the apex court on Wednesday, two days after the court issued a press release on CJ Regmi's behalf, saying that he was 'positive' on assuming the post of the executive head to lead an election government and provide outlet to the current political impasse.

Singh argued that Regmi's statement contradicted the principle of separation of powers and compromised the independence of the judiciary, in addition to violating the code of conduct for justices. The application was under consideration at the SC administration before being rejected on Thursday.

Furthermore, Singh argued that CJ Regmi's statement clearly states his intention to take up the post of the executive. In last Monday's statement, CJ Regmi had indicated a positive stance but had said that he would await the SC's decision on a petition challenging the proposal to form a poll government under the CJ. The court, which has already sought clarifications from the government, has scheduled a special bench hearing on the writ on March 7.

Anti-graft crusader Bhusal ends death fast after govt pledge

KATHMANDU, MAR 03 -

Sharada Bhusal, an anti-corruption crusader, called off her indefinite hunger strike on Saturday night after the government’s commitment to address demands raised by her team.

Bhusal had launched the strike nine days ago, demanding investigation into the misuse of funds in local bodies and strengthening of corruption controlling mechanisms. Bhusal together with her companions ended the strike at 10:30 pm after the government pledged to complete the investigation of Danauli-Banauli VDC corruption cases within 30 days.

The agreement, signed by Kathmandu CDO Choodamani Sharma on behalf of the government in presence of Physical planning Minister Hryadesh Tripathi and Chief Secertary Lilamani Poudel, has committed to filling the vacant positions of commissioners at the CIAA through political consensus, distributing the social security funds through the banking system and making them public on websites of the District Development Committees, enforcing recently introduced Resource Mobilisation Regulation-2013 for transparent distribution of local funds and ensuring publicity notice mentioning date, time and venue of local council meetings.

Similarly, the agreement has committed to transfer, promote and appoint the local officials based on their performance, hold polls for electing single trade union of civil servants for effective performance. The government has also addressed their demands of implementing the directives issued by the Supreme and Special courts in terms of controlling corruption.

PMO Secretary Rajuman Singh Malla, Local Secretary Shanta Bahadur Shrestha and anti-corruption campaigner Kedar Khadka, among others, have worked hard for the past two days to bring the protestors and government together.

The anti-graft campaigners had demanded a fair probe into corruption widespread in Tarai districts, holding of local polls, halt to government grants in local bodies until elected peoples’ representatives are in office, distribution of social security funds through the banking system and appointing commissioners to the CIAA, among others.

In nine days of the fast, Bhusal’s weakness had bowed her mum as she lied down helplessly in a feeble tent at Shanti Batika. With every forlorn wink of her eyes, Bhusal’s health condition had deteriorated as the government failed to promptly address her demands.

On Saturday, Sharada could not say much to the well-wishers rather dutifully wrote down the names of the people who issued regular death threats on her to cover their corruption cases. A long list of names penned down by her, included the powerful people running NGOs, government officials and media tycoon repeatedly misusing the local development funds, at her home district of Mohattari. Among them are Shree Krishna Subedi and Ranjit Jha of Banauli Damauli VDC-3, Rupesh Jha and Bajinath Chaudhary operating and NGO called Rataulai Youth Club, Sunil Thakur and Amit Jha of Ward-8, Dhirendra Thakur, Dipendra Thakur, Rabindra Jha, Armendra Jha and Madhubindra Jha of Ward-3, Nagendra Dubey and Bajinath Chaudhary.

Others include VDC secretary Shatrugan Mishra, Sunnil Thakur of Dalit Utthan Samiti, Bipin Thakur of DAO Mohattari, Madan Jha of Mohattari Land Revenue, Nirmal Gurung of Sagarmatha Television.

Why the CIAA is ignoring the case?

A corruption case was filed against two VDC secretaries Ram Ekwal Yadav of Banauli Damauli and Shatrughan Mishra of Loharpatti on charge of embezzling Rs 1.9 million and Rs 7 million respectively some four years ago. But the CIAA did not expedite the investigation into the matters. According to CIAA sources, Ram Gopal Shrestha, a section officer at the commission, was assigned to look after the case. Shrestha produced the report but the then CIAA secretary Bhagwati Kumar Kafle was not satisfied with the report. Later, a probe committee was formed under SP Bharat Sharma to investigate into the corruption in Terai districts along with their complaints. Despite all their complaints was not addressed for years. Consequently, Bhusal-led team had launched fast-unto-death for delay in probing into the corruption complaints. They had ended the fast-unto-death after then Secretary Trilochan Uprety committed to address their demands. CIAA officials claim they were unaware about the past investigations, instead they are just referring to the recent corruption cases of Dhanusha and Saptari districts.

As the pressure mount on CIAA, top officials there have expressed commitment to complete the investigation. “The commission is committed in controlling corruption so they must trust us,” said the CIAA secretary Ganesh Raj Joshi, who is also acting as officiating head of the anti-graft body.  Even after the Mahotari locals raised the issues of local corruption, an investigation of the Ministry of Federal Affairs has concluded that Rs 300 million was misused in Dhanusha district and Rs 380 million in Saptari. The ministry’s investigation report has been forwarded to the CIAA for further investigation and action against those involved in the corruption but no progress is made in this regard.

Nepal hammers 6 past Northern Mariana Island

Nepal ended their international goal scoring drought in style when they hammered six past Northern Mariana Island in the AFC Challenge Cup Group D Qualifiers at Dasharath Stadium on Saturday.

It was a memorable day especially for striker Bharat Khawas who scored a hat-trick against the little known islanders. Khawas opened his and Nepali account after barely three minutes into the game when he capitalized a pass from Jagjeet Shrestha to head the first goal. Shrestha was again involved in the second goal that came off Santosh Sahukhala when his pass was headed by the Three Star Club striker in the 30th minute. Khawas then made it three for Nepal with four minutes to the half-time when he was left unmarked at the end of Rabin Shrestha's cross.

Nepal continued their scoring streak in the second half through Raju Tamang's spot kick. Tamang scored his second international goal for the country in the 60th minute through the penalty kick after Jagjeet was brought down inside the 18-yard area. Defender Sandeep Rai soon joined the party after eight minutes of Tamang's goal when his powerful right-footed shot from outside the penalty area took the direction to the net.

Khawas then completed his hat-trick in the 72nd minute after skipper Sagar Thapa got pass two defenders and fed it to the Nepal Army Club hitman to earn a brilliant cap for Nepali football.

Nepal Telecom has launched the broadband internet WiMAX service in the Far-Western Development Region, since Thursday.

Vishnu Subedi, justice at District Court, Kailali, inaugurated the NT WiMAX service amidst a function.

Speaking at the programme, NT Managing Director Amarnath Singh, expressed his commitment that the NT services would be made further effective and reliable in the days ahead.

Similarly, manager of the WiMAX internet programme, Subashchandra Shah claimed that the NT WiMAX internet service was the high-speed internet service in the country.

It has been launched as per the government's policy of expanding the broadband internet service across the country. The NT WiMAX internet service is said to transfer data by at least 256 kbps.

During the programme, Shah said the NT has planned to distribute a total of 200,000 WiMAX lines across the country, currently.

Kaligandaki 'A' shutdown will not increase power cuts: NEA

KATHMANDU, March 2: Though the Kaligandaki ´A´ Hydropower Project in Syngja has been shut down late Friday for maintenance, the Nepal Electricity Authority (NEA) has assured that there would be no additional hours of load-shedding as the deficit would be fulfilled by running Kulekhani storage project in full capacity.

“We will fulfill the deficit caused by “Kaliandaki ´A´ shutdown by running Kulekhani project in full capacity,” Bhuvan Kumar Chhetri, chief of systems operation department of NEA told Republica.

According to Chhetri, NEA will supply 45 megawatts of electricity to the national grid through Kulekhani to limit load-shedding to 12 hours a day. “We have around 1,525 cubic meters of water in Kulekhani reservoir. This water level is five meters higher than the level the previous year,” Chhetri said.

The 144 megawatts Kaligandaki ´A´, which is operating at 60 percent of its capacity, was shut down as all the three intake valves that carried water from tunnel to the turbine have been damaged. “This has caused water leakage,” said project Chief Abdhesh Kumar Singh.

According to Singh, the valves have not been repaired for the last eight years. “All the three intake valves will go for maintenance,” Singh said. “The maintenance work will be completed within 10 days.”

Singh further said more than 200 workers would be at the project site for maintenance of the valves. “We are trying to complete repair works as soon as possible,” Singh said. “We have brought maintenance equipment from Japan.”

The run-of-the-river hydropower project had commenced generating power from 2002.

'Paras Shah in conscious state'

KATHMANDU, MAR 02 -

Ex-crown prince Paras Shah who has been undergoing treatment at Samitivej Hospital in Bangkok after suffering from a major heart attack has come to conscious state.

Issuing a press statement on Saturday, the hospital has confirmed that Shah is now conscious and gradually improving.

Shah had been admitted to the hospital after he suffered a heart attack last Tuesday.

In September 2007 too, the now 42-year-old Paras was rushed to the Norvic hospital in Kathmandu after he suffered a mild heart attack .

Paras' health improving‚ says former king

BANGKOK: Hundreds of Nepalis residing in Bangkok and surrounding cities today thro-nged the Samitivej Hospital to meet former king Gyanendra Shah‚ who arrived in the hospital to discuss about further medication of former crown prince Paras Shah. Shah has been in critical care in the hospital for the last 10 days.

The former king's meeting with the doctors involved in his son's treatm-ent lasted for about an hour. He met with well-wishers formally at the hospital and thanked them for their concern shown about his son's health‚ saying that he has shown improvement because of their prayers.

Gyanendra Shah visited the hospital with former queen Komal Shah and three grandchildren – Paras’s son Hridayendra and daughters Poornika and Kritika. Himani Shah‚ Prerana Shah and other former royal family members were also present in the hospital.

Meanwhile‚ the hospital did not release any press sta-tement today on Paras's health condition as the chief doctor who had signed the press statement was on leave. Sunil Khadka‚ general secretary of Non-Resident Nepali Association (Thailand Chapter) said‚ “Although Paras' health situation has improved to some extent‚ he is still critical but stable. His body temperature and pulse rate has increased.”

Khadka further said although the doctors want to conduct an MRI on him‚ but they are hesitant as MRI needs at least an hour and it is a risk to keep Paras out of ventilator for that long.

Paras was admitted to the hospital on February 19‚ following a major heart attack. With no significant improvement in his health‚ he has been kept on CCU ventilator at ICU unit since he blacked out. "We are positive that his health will improve as four specialist doctors from Samitivej Hospital and two from Bangkok Hospital are involved in his treatment‚" Khadka added.

Rival Maoists form taskforce to resolve property dispute

KATHMANDU, MAR 02 - The UCPN (Maoist) and the CPN-Maoist agreed on Friday to form a taskforce to end disputes over the distribution of property between the two parties.

The taskforce , comprising Hitraj Pandey from the ruling Maoist party and Dev Gurung from the splinter group, was formed to furnish recommendations within 10 days for the proportional distribution of central and regional party offices between the two parties. The UCPN (Maoist) has agreed to provide 30 percent of its infrastructure at the centre, including its central office at Parisdanda, to the CPN-M and distribute property at the local level proportionately.

The decision follows a three-day-old dispute over the ownership of the Chitwan party office which led to a tussle between cadres of the rival parties. A CPN-M cadre was arrested after a case was filed by those of the ruling party. CPN-M Chairman Mohan Baidya called on UCPN (Maoist) Chairman Pushpa Kamal Dahal at his Lazimpat residence on Friday morning and expressed serious reservations over the arrest. In talks, Dahal is said to have assured initiatives to withdraw the case filed against the CPN-M activist.

Both the leaders signed an agreement expressing their sorrow over the Chitwan dispute and agreed to work together to clear loans taken while setting up the central party office. "There has been an understanding to end this dispute," said Shiva Khakurel, an aide to Dahal. Khakurel said that both the sides have agreed to avoid conflict and take initiatives to secure the release of CPN-M cadres arrested in Chitwan.

Col Lama granted bail

KATHMANDU, MAR 02 -

Nepalese Army Colonel Kumar Lama who was held in the UK in January on torture charges has been granted bail .

Colonel Lama, 46, is in the custody of the British police since January 3 on two counts of torture he allegedly committed during the Maoist insurgency in Nepal. The Scotland Yard alleged him for ‘intentionally inflicting severe pain or suffering’ to Janak Bahadur Raut at the custody from April 15-May 1, 2005 and to Karam Hussain from April 15 - October 31, 2005 at Gorusinghe Army Barracks basedin Kapilvastu.

A judge at Chelmsford Crown Court has now freed him on £10,000 bail .

Col Lama is expected to be freed within three days after posting the bail amount and other legal procedure, Nepal'sAmbassador for UK, Dr. Suresh Chandra Chalise said.

The next court hearing in the case is due to take place in June.

I won't take any steps against constitution: Prez

KATHMANDU, MAR 01 - President Ram Baran Yadav has made it clear that he will not take any steps against the interim constitution.

The president said so during his meeting with the office bearers of Nepal Bar Association (NBA) on Friday evening, NBA President Hari Krishna Karki informed. The delegation of Nepali lawyers handed over a memorandum to the president urging him not to accept the decision of the major four political parties.

The NBA reminded the president that the parties' decision to appoint the chief justice is against the principle of power separations.

After meeting the president, NBA President Karki said the president would not take any steps against the interim constitution. "I assure you that I would move ahead by only using the authority provided to me by the constitution," said Karki quoting the president as telling the NBA delegation.

President Yadav said that he has not done anything against beyond Article 38.1 of the interim constitution. Karki said they urged the president not to take any unconstitutional steps as he is the patron of the constitution.
